Civil Division Leadership Calls for Unity, Vigilance Among All Staff

Judicial Officers and all staff at the Civil Division held a meeting at the Court premises on Wednesday November 8, 2023 to deliberate on how to strengthen cooperation and security within the Division.

The meeting was chaired by Hon. Justice Musa Ssekaana, the Head of the Civil Division who emphasized the importance of fostering strong relationships amongst the Division's members.

He urged everyone to remain vigilant and to verify the identity of any individuals accessing the Division who may appear suspicious, with the aim of enhancing security.

Hon. Justice Ssekaana also underscored the significance of a thorough review of court documents and letters. He emphasized the prudence required when appending signatures, particularly in the case of witness summons, which necessitate an order from a Judge.

Furthermore, the Head of the División introduced a new protocol where all communication should be routed through the Registrar for increased efficiency, as opposed to sending direct letters to Judges. 

The staff were encouraged to scrutinize the intentions of court users and filter out any elements that may pose problems while maintaining accessibility.

Hon. Justice Dr. Emmanuel Baguma, the Deputy Head of the Civil Division, stressed the importance of periodic meetings in building unity. 

He noted the need for the Office Supervisor to always introduce new staff. And that the team should share their achievements to celebrate together and discuss challenges in order to support each other.

Hon. Justice Baguma also emphasized the need for mutual support and the preservation of the Division's reputation.

He addressed issues related to document receipt in the Registry and the importance of distinguishing between official and personal documents. 

Hon. Justice Baguma called for thorough affidavits of service and greater collaboration among support staff, emphasizing the importance of a unified family within the division.

Hon. Lady Justice Esta Nambayo commended the team for their performance and highlighted the value of keeping in touch and offering assistance to colleagues facing challenges.

Hon. Justice Boniface Wamala expressed gratitude to the team for their dedication in maintaining the Division's vibrancy. He called for the need for continued commitment and vigilance among members. He also cautioned against accepting unauthorized payments and warned about court brokers impersonating staff.

Acting Registrar of the Civil Division, HW Kintu Simon Zirintusa, emphasized the responsible handling of internal communication within the Division. He stressed the importance of maintaining files and court documents on the ECCMIS system, forwarding complete files, and ensuring that court proceedings are properly typed. 

HW Kintu also underlined the significance of adhering to the hierarchical structure when members encounter complaints or grievances with one another.

The meeting was attended by various Judicial Officers, including HW Nakadama Esther Lydia Mubiru (Assistant Registrar), Magistrates Grade One; HW Nanteza Anne Walusimbi (attached to Justice Dr. Douglas Singiza's chambers), HW Nalubowa Mary Goretti (attached toJustice Baguma's chambers), and HW Waiswa Painento (attached to Justice Wamala's chambers), among others.

Staff members of the Division also actively participated in the meeting, demonstrating a unified commitment to enhancing collaboration, efficiency, and security within the Division.
